In June 2005, JCFD3 Chief Terry Zahner and De Soto Fire Chief Kevin Ritter discussed working towards consolidating the two departments. On May 21, 2009 the Johnson County Board of County Commissioners approved Resolution No. 033-09:

RESOLUTION NO. 033-09 CONSOLIDATING THE JOHNSON COUNTY RURAL FIRE DISTRICT NO. 3 AND THE CITY OF DE SOTO, KANSAS MUNICIPAL FIRE DEPARTMENTS AND CREATING THE NORTHWEST CONSOLIDATED FIRE DISTRICT.

In August 2008, De Soto Fire Department and JCFD3 personnel met to discuss the consolidation and put together a transition team to aid the consolidation process.
